I answer this Consultation YES. Reasoning: Had it said "this
statement," it would be blatantly FALSE, since the statement starts
with the word "This" - but the question referenced is in fact a
question formed from the statement by prepending the string "Is it
true that" and adding a question mark to the end. The question, then,
is the somewhat oddly punctuated {Is it true that This question starts
with the word "Is".?}, which it does.
