I submit the following Tweak:

Replace the following paragraph:

A Player is an Outsider who consents to be governed by the rules, fulfills
all requirements for continued playerhood specified by the rules, and has
become a Player in a manner specified by the rules that were in effect at
the time e became a Player.

the time e became a Player. The Operantly Conditioned Beast is not an
Outsider but is a Player, notwithstanding the restrictions in this
paragraph.

I intend to Activate the above Tweak, which should allow the Beast to
conduct all of eir Beastly business (which doesn't include submitting Game
Documents anyway...)
