Unfortunately, you seem to be correct.

I think we ought to fix this through legislation...

I submit the following proposal, called "Anti-217":
Create a rule with the text "Whenever there are two or more plausible
interpretations of the rule, the interpretation which is in the worst
interests of the game takes precedence", and the title "The Other
Murphy's Law".
