[s-b] Paranoia + RP Suggestion

I set my Mental State to Paranoid.

I suggest that, because there have been unlikely-yet-possibly-ambiguous
deregistration- or rule-modification-scams lately, those drafting serious
RPs should include a ratification of the complete ruleset and player's list,
rather than just tweaking a select few.

Note that I'm not saying they should post the entire ruleset (with eir
modifications) within eir RP, as this would involve an onerous amount of
reading. I'd rather like to see something to the effect of: set the ruleset
to be what it was at [appropriate moment (e.g. start of this nweek]. Then
modify rules X, Y, and Z like so.
