Proposal:  No more secret fora

Amend Rule 5E0 (Emergencies) by replacing section 3 with this text:

      3. The Emergency Coordinator shall choose a forum as the
         Emergency Forum, and make a reasonable effort to provide all
         other PEPs with sufficient information to participate
         there.  The Emergency Forum must be reasonably accessible to
         all PEPs, and must be a Public Forum if possible.  Posting
         on all Public and Discussion Fora is considered making a
         reasonable effort.  If the Emergency Coordinator fails to
         perform this step within 24 hours, then any PEP can perform it.
