The resident bonus is MAX m400 per nweek divided between everyone, less if anyone is unsquared/inactive/not on a color/on the same square as someone else, and any one person is only owed at most m20 of it-- they'll have to be clever to get more. You can increase your salary by m10ish per nweek by starting a personal empire with a partner, but an nweek is a long time, you get no resident bonus when colonizing a new square, and if anyone wants to stop you they can simply squat on the squares you're trying to colorize and object to changing their Laws from the default.
