I think it's relatively balanced.  The resident bonus is MAX m400 per
nweek divided between everyone, less if anyone is
unsquared/inactive/not on a color/on the same square as someone else,
and any one person is only owed at most m20 of it-- they'll have to be
clever to get more. You can increase your salary by m10ish per nweek
by starting a personal empire with a partner, but an nweek is a long
time, you get no resident bonus when colonizing a new square, and if
anyone wants to stop you they can simply squat on the squares you're
trying to colorize and object to changing their Laws from the default.

I revise that proposal by resubmitting it as follows (adding an
activity requirement):

Create a new rule titled "Farming for Fish":

At the end of each nweek, each Colour gains an amount of mackerel
equal to five times the number of Squares having that colour plus
twenty times the number of Squares having that colour and at least one
Resident who is an Active Player.

[[Provide a motivation for creating empires as well as for living on
them.  The Laws of a Colour can make it take actions, such as
transferring mack... one colour might distribute macks equally between
residents, another might give them all to one person (but then people
won't squat there), another might keep the macks for itself and spend
them according to preset rules.]]
