[s-b] The Responsibility in Government Spending Act


I submit the following proposal, titled "The Responsibility in
Government Spending Act":

{Create the following rule, titled "Nueces":

{There is an attribute "nueces" with a Scope of all COOs, a Range of
all non-negative integers, and a Default Value of 0. (The singular of
"nueces" is "nuez".) The exchange rate of nueces is 0. The currency
symbol for nueces is &. Nueces should only be awarded for doing things
that actually help the game.

There is an attribute "redemption rate" with a Scope of the singleton
set {nueces}, a Range of all integers not less than 4, and a Default
Value of 4. Any COO can exchange one nuez for a number of macks equal
to the redemption rate; this is called redeeming. At the end of each
nweek, if the number of nueces redeemed that nweek was greater than
the number of nueces redeemed the nweek before, the redemption rate of
nueces goes down by 1; otherwise, it goes up by 1.}

In Rule 4E48, replace "mack" with "nueces", "m1" with "&1", "m20" with
"&5", and "m100" with "&25".

In Rule 4E73, replace "macks" with "macks or nueces". (I don't know
who will decide whether the severity of a nuez fine is between two
numbers measured in macks, but this will work just fine for Crimes
that define Minimum and Maximum Punishment specially.)

Amend Rule 4E19 to read as follows:

{Motivation is an attribute with a Scope of all Players, a Range of
{Fame, Fortune}, and a Default Value of Fame.

Whenever a Proposal becomes Historical,

* Each Player whose Final Vote on the Proposal was not ABSTAIN gains 1
point.
* If the Proposal Passed, if its Author's Motivation is Fame, its
Author's points increases by the amount of the Proposal's Strength; if
it's Author's Motivation is Fortune, its Author's nueces increases by
the amount of the Proposal's Strength times 5 divided by the
redemption rate of nueces, rounded to the nearest integer, breaking
ties toward even integers.
* If the Proposal Failed and was never Won, its Author loses 3 points.}

Rationale: Macks are often awarded for random, non-useful things
(particularly, the Beast's jackpot), making them less valuable than
they ought to be. Nueces would be a much more valuable currency, as
awarding them is restricted to "things that actually help the game".

Also, macks are red and nueces are green.
