Proposal:  Dust off the shelf

[Looks like Particular Voting is now a dangling reference, but I'll
leave it to someone else to clean that up.]

Amend Rule 4E15 (Proposals) by replacing the text of the section
"Tallying the votes" with this text:

      A Proposal's Tally for a vote value is the number of Registered
      Voters whose Final Vote on that Proposal is that vote value.

      A Proposal's Stamina is the sum of its FOR, AGAINST, and SHELVE
      Tallies.

      A Proposal's Strength is its FOR Tally minus the sum of its
      AGAINST and SHELVE Tallies.

      A Proposal's Potential Strength is the sum of its FOR and SHELVE
      Tallies minus its AGAINST Tally.

      When Voting or Particular Voting ends, the following events
      happen, in order:

        * Each Open proposal with a Stamina less than one half the
            number of Vested players becomes Discarded.
        * Each Open proposal with positive Strength becomes Won (syn.
            Passed); each remaining proposal that has positive
            Potential Strength and did not become Discarded during
            the previous nweek becomes Discarded (syn. Shelved); all
            other proposals become Lost (syn. Failed).
        * Dependency Culling occurs (see below).
        * Conflict Culling occurs (see below).
        * Dependency Culling occurs again.
        * All Open proposals that are Won Pass, in order by Proposal
            Number.
        * All Discarded proposals become Pending; all other proposals
            become Historical.

      When a proposal Passes, the game is changed according to the
      instructions in its Body.

and by replacing the text of the section "Dependency Culling" with
this text:

      When Dependency Culling occurs, every Open proposal is processed
      in ascending order by Proposal Number. When a proposal is
      processed in this manner, if it Depends on a proposal that is
      Lost, then it becomes Lost itself; otherwise, if it Depends on a
      proposal that is Discarded, then it becomes Discarded itself. This
      process is repeated as long as at least one Won proposal Depends
      on a non-Won proposal.
