[s-b] Tweak: default proposal color

Some folks (including me today) have submitted proposals specifying 
default colors. I wanted to clarify that this isn't technically legal. 
Because it could be interpreted instead as using your once-per-nday 
color changing power, I submit this Tweak to make that behavior default:

/* 4e15 Proposals: Submission, para 1: Any player may submit a proposal 
at any time, or may revise a Pending proposal he owns by resubmitting 
it, unless a rule says otherwise. To submit a proposal, a player need 
only specify its Body. He may optionally also specify its Title, 
Conflicts, and Dependencies; if any of these are not specified, they 
default to being empty. */

Append to 4e15/Submission/1:

If  he has not changed any Proposal's Color on the current nday, he may 
also specify the Color, which is equivalent to changing it.
