Create a new rule with the following text:

{{There exists a Ministry known as the Ministry of Games. The Minister of
Games, also known as the Gamemaster or GM, is responsible for maintaining a
public display with the details of the current Subgame(s).

A Subgame is a Game Document. In order to be valid, a Subgame must:
-Have a name
-Specify how players may join or leave the Subgame
-Specify a way for that Subgame to end and how winners will be decided
-Specify a means of communication for players to take actions
-Specify a Trophy to be awarded to the winners of the Subgame

Subgames have the Attribute "Status" with a range of: Pending, Open, and
Historical. When a Subgame is created, its status is set to Pending. The
Gamemaster may change any Subgame status from Pending to Open as a game
