[s-b] Proposal: Recruitment Bonus

I submit the following proposal:

{Add the following text to rule 4E4:

"In it's request to become a player, an External Force may name a group of
current players that were responsible for it's desire to join the game. The
players so named shall split a recruitment bonus of 60 mackerel."}
