A method of maintaining order while a sticky situation works it's way
through the consultation process.

I submit the following proposal titled "Divine Injunctions":

Create a rule titled "Divine Injunctions" with the text:

A Divine Injunction is a Game Document that contains a description of
one or more actions and a reference to a specific Consultation. The
Oracle may create a new Divine Injunction, or modify an existing
Divine Injunction with two support. Players can not perform the
actions referenced on a Divine Injunction, even if other rules would
normally permit them to perform such actions (with the exception of
Rules 4e0 and 4e18 which always take precedence over a Divine
Injunction). If the Consultation referenced by a Divine Injunction is
ever Pondered or ZOTTED that Divine Injunction is destroyed.
