Amend rule 4e25 to read:

There is an attribute "Level" with a scope of all Players, a range of
all positive integers and zero, and a default value of 0. As a Game
Action a player may spend 10 x N points (where N equals their current
level plus one) to increment their Level by one.

Create a new rule titled "Abilities" with the text:

Abilities are Game Objects. There is an attribute "Owner" with a scope
of all Players and "None", a range of all Abilities, and a default
value of None. If an Ability ever has an Owner of None, it is
destroyed. A Player may possess a number of abilities equal to their
Level. Whenever a Player possesses more Abilities than their Level,
one random Ability they own is destroyed.

As a Game Action a player who owns less Abilities than their Level may
create an Ability of the type of their choice, setting it's Owner to
themselves. The effects of multiple abilities of the same type are
cumulative.

The following are types of Abilities:
* Resiliance - The Player who owns this Ability has their Maximum Hit
Points increased by 2 as long as they possess this attribute
* Regeneration - Whenever the Player who owns this Ability would gain
Hit Points, they instead gain that number of Hit Points plus one.
* Diplomacy - The Player who owns this Ability is Vote Power +0.1 as
long as they possess this attribute
* Negotiation - Whenever the Player who owns this Ability would
voluntarily spend an amount of macks as part of a game action they
instead spend that amount of macks minus three (to a minimum of m1)
* Savage - Whenever the Player who owns this Ability would voluntarily
deal an amount of damage
to another Player they may instead pay m5 to deal that amount of
damage plus one.

Upon the passage of this proposal each player's Level is set to 0.
