I answer Consultation 111, NO.

Reasoning:

I defer to Hose's reasoning with regard to the errant claim that the OCB 
is a Registered Voter. I do believe that the rules should be amended to 
permit certain game objects to vote, but that would exceed the bounds of 
this Consultation.

Oracularity:
    In Rule 4e71, strike the sentence "The OCB is also a Registered 
Voter with a Vote Power of 1 as well as a COO and a DOO." Replacing it 
with "The OCB is a COO and a DOO." In the list of Tricks the OCB is 
capable of performing, set the Response values of the  "Vote For" and 
"Vote Against" tricks to 0.
