I submit the following Consultation:

Is the Beast allowed to be a Registered Voter?

Reasoning:

Rule 71 claims that the Beast is a Registered Voter. Rule 15 defines a
Registered Voter as an "Outsider that is allowed to vote on Proposals".
Rule 3 defines an Outsider as "A Game Object representing the projection
into the Game of an External Force" and defines an External Force as
"anything which exists independently of the game. That is, it would still
exist if the game stopped existing, and would still exist if the game had
never started existing." The beast is a thing created by the game, exists
because of the game, and would cease to exist if this game ends. Therefore,
it cannot be an External Force and does not qualify as a Registered Voter
and this answer should be No.
