I answer Consultation 100 No. >From Rule 18: Consultations are Game Documents that contain a Question Consultation 99 did not contain a Question; rather, it contained a series of English words that do not form a coherent structure when arranged in the manner in which Wooble arranged them. Therefore, Consultation 99 was not a Consultation, and could not have been used to achieve a Win by Paradox.
