I deeply ponder the rules and answer YES.
Reasoning: I agree with the supplicant's reasoning, However since it is obviously an unintended mistake, and since we know that Quorum is a synonym for Quiggle (or the other way round) I think I may call this an ambiguity in the rules and try to fix it expeditiously via oracularity.
So here:

In rule 4E30 add to the list of items: "Quorum = See Quiggle"
In rule 4E15 replace the word "Quorum" with "a Quiggle".
