Because Proposal 296 broke Proposal 297. Or the other way around. One way or
the other, one now needs the support of Quorum minus one individuals in
order to hurry any proposal. Quorum is now a totally undefined term, having
been replaced by Quiggle in other parts of the Ruleset. So the entire
Hurrying process is broken. IMO it's currently impossible to hurry anything
despite the nice mod Ivan made.
