[s-b] Proposal: Quiggle

I submit the following Proposal titled "Quiggle":

[[ Quroum is confusing right now because it is defined as any number
greater than half the number of Active Players, but the two references
to it use less than or equal as well. "Equal to greater than", "less
than to greater than" is weird. This makes Quorum an Official Quantity
and renames it to a Quiggle because Quorum sounds too stuffy.

Amend Rule 30 by adding the following official quantity:

Amend Rule 15 by replacing the text

less than the Quorum becomes Pending.
}}
with

less than A Quiggle becomes Pending.
}}

Amend Rule 15 by replacing the text

equal to Quorum minus one
}}
with
{{
equal to A Quiggle minus one
}}

Repeal Rule 29.
