Cheers, all. Following is my Answer to Consultation 82--it turned out to be the opposite of what I first expected when I read the Consultation. Answer: FALSE. Rule 37 allows the Artisan to create a blueprint "as a Game Action on behalf of the Ministry of Goods and without 2 objections within 2 ndays". The "creating" process, per se, includes a period of two ndays during which Players may object. Rule 37 also mandates that a blueprint must be created "no later than Corvette [[nday 5]] of that nweek." Thus, the creation process--including the two ndays of review by Players--must take place prior to Corvette of a given nweek. If the creation process is not complete by the end of Corvette--that is, if Corvette ends and two ndays have not passed since the Artisan submitted the transaction of creating a blueprint--then the creation cannot be completed pursuant to Rule 37.
