Answer: TRUE

The last refresh proposal contained the following:

"The gamestate is changded to what it would be if the following Public
Displays were correct:

Since that display displayed a list of players, and Murphy was
included on it, then when the refresh proposal was passed he became a
player, regardless of whether he was a player before.
