No you don't; the Supplicant cannot make a Claim.  Random thought:
Quorum on claims should be lowered since 1 or 2 players are forbidden
from making claims for each Consultation. Also, the Priest probably
shouldn't be allowed to make a Claim, since he presumably shouldn't
make an Answer he doesn't agree with.

I claim the Answer is Consistent. (And regretting my Transactional
reregistration since a paradox of this being Consistent if and only if
my claim is valid, which would be true if and only if the Answer was
Consistent would have been interesting...)
