Murphy's refresh proposal:

Upon the adoption of this proposal, the gamestate becomes what it
would be if all States Of Emergency that were generally believed
to have occurred at the time, prior to 5 December 2007 at 00:00:00
UTC, had occurred as generally believed.

Upon the adoption of this proposal, the gamestate becomes what it
would be if Rule 0-43 (Hose is Not King) was not created.

Amend Rule 1-10 (Game Actions) by replacing its text with the
text that it had at 5 December 5 2007 at 00:00:00 UTC, then
replacing this text:

       Any player (as a Game Action) may declare any Game Action which
       has occurred within the past NDay to be Invalid,

with this text:

       With 2 support, any player (as a Game Action) may declare any Game
       Action which has occurred within the past NDay to be Invalid,
