I create the following Decree:

There exists a type of Game Object called a Decree.  Decrees can only be created, modified, or destroyed by a Player named Codae.  Decrees are not part of the Ruleset, but they hold the same binding power as Rules.  The First Citizen of B can only take Game Actions by posting them to a Public Forum.  The First Citizen of B cannot post messages to a Forum if they contain anything that can be typed using a keyboard.
