[s-b] Notification of Emergency Forum

I designate the spoon-business mailing list (rather than, as I briefly
considered, a stack of papers in a cardboard box at the top of a 14
foot tall movable shelving unit in my warehouse) as the means by which
PEPs should communicate.

I am initializing the Pause.

Refresh Proposals may be submitted to the Emergency Forum.

Since we didn't fix Rule 0 to allow the revision or retraction of RPs,
I humbly suggest that PEPs would be wise to not officially submit RPs
until the contents thereof have been discussed and commented upon by
the other PEPs, so as to avoid a situation where it's not entirely
clear which of the submitted RPs are actually legitimate.
