[s-b] Proposal: Speedier Actions |
I submit the following proposal, entitled "Speedier Actions", intended to allow certain slow actions to be done more quickly if it would be fair to do so (and in accordance with the general will of the players). The first part addresses Emergencies specifically where a consensus can develop on how to best resolve the Emergency that shouldn't require a full 9 days of Pause, and the second would allow any action that can be performed without objections to instead be performed as soon as a majority of the Active Players approve the action, assuming no Player, active or not, objects. This has the potential to allow non-controversial actions that would otherwise take 2 ndays to be done as soon as a substantial portion of the Players has had a chance to review it. {{ In the rule entitled "In Case of Emergency" or in Rule 0 if this is ambiguous, add a paragraph after the last paragraph with the following text: {{{ At any time during a state of emergency the Emergency Coordinator can, with 2 support and without objection, make any change to the game state or the Rules. [[That is, if there's a unanimous consensus among the PEPs as to how to resolve an Emergency or on required changes to the Emergency procedures, the EC can make those changes in the 2 days required to wait for a single player to object rather than a fill 9 days of Pause).]] }}} Create a new rule entitled "Unanimous Consent" with the following text: {{{ If the rules allow a Player to perform a game action with X support and without Y objections, for any values of X and Y, he may, at his option, instead perform that action after obtaining Unanimous Consent to perform that action. This rule defers to any rule that allows and action and explicitly forbids the use of Unanimous Consent. A Player obtains Unanimous Consent for an action by announcing in a Public Forum the action he intends to take and the fact that he's seeking Unanimous Consent. The action takes place when a simple majority of the Active Players have announced their support for the Action in the Public Forum if and only if no Player has announced an objection to the action in the meantime. If any Player does object to the action in this interval, the action does not take place, regardless of the threshhold of objections that would have been required to stop the action had it been attempted without Unanimous Consent.
