I amend my proposal below by replacing all instances of "up to once per nweek" with "without 2 objections" and by replacing all instances of "Ministry without responsibilities" with "proposal whose Author is Codae."

I'm also changing this on the wiki; if I did this wrong, let me know.

I like the current system, but in any case I'd get rid of a loophole
in 6-9's "a MiniMinistry is a Ministry" language that would allow the
MoM to create and take limitless numbers of miniministries at the end
of each nweek to collect their salaries before passing this.
