I submit the following proposal :

In rule 3-12, [[relative to Devices and Blueprints]], after "In both
cases the owner attribute changes to the new DOO. " [[that is, at the
end of the section on Devices and before the one on Blueprints]],
insert :

The owner of a device may destroy it by expressing the whish to do so
in a public forum.
}
