I submit the following Consultation:

Is "Dice Server" a Player?

Reasoning:
It is capable of passing a Membership Test (it is able to send an
email and receive a reply to an email (even though it goes into a
rarely read mailbox)), It is currently not a Player, and it has a
working email address. Therefore, as soon as the request was received
by the Public Forum, it became a Player. Once a Player, the Registrar
does not have to authority to revoke playerhood as determined by
Consultation 51 if Pondered.
