I answer Consultation 49:

Yes, Registrar Wooble has the power to refuse Agora as a player.

Reasoning:
    The Registrar has the power to refuse to allow any External Force to 
become a player if /e/ believes that its name would be ambiguous, 
confusing, or could otherwise damage the integrity of this game. There 
is nothing in the rules that would allow a player, consultation, or game 
action to reverse or override the Registrar's belief. Further, the 
Registrar is not required to state a reason for refusal.
