Yes, a miniministry is automatically vacated at the end of the nweek.

Reasoning:
    Section 6 defines ministries as a game object that can be assigned 
to one player. Rule 6-9 allows for the creation, by the MetaMin, of 
ministries that are not explicitly defined in Section 3. A MiniMinistry 
is therefore a Ministry. Rule 6-5 states that at the end of each nweek 
all Ministries become Vacant.
