I'm typing this in a hurry, so please let me know if I missed anything. I submit the following proposal named "Voting Factions": { create a rule called Agreements with the text: {{ Persons may make agreements among themselves with the intention that these agreements become binding among the those persons who are party to the agreement. B Nomic does not recognize any agreement in which a player is made a party to that agreement without their prior consent. An agreement is an External Force. }} create a rule called Factions with the text: {{ An External Force that is an agreement among one or more persons may become a faction if the following are true: * It is not already a Faction * That Agreement is made public to the players of B Nomic. * A representative of the agreement, acting on the authority of the agreement, makes a post to the Public Forum requesting that the agreement become a Faction. A representative of a Faction, acting on the authority of that Faction, may cause it to cease to be a faction with a post to the Public Forum. Each Faction is an Actor. }} amend rule 1-4 Joining and Leaving to read: {{ A Player is an Outsider who consents to be governed by the rules, fulfills all requirements for continued playerhood specified by the rules, and has become a Player in a manner specified by the rules. An External Force may become a Player by posting a message to a Public Forum containing a request to become a Player and a uniquely identifying name that e wishes to be known by. E may do this if and only if e fulfills the following requirements: * E is a single human, sentient and self-aware * E is not currently a Player * E has a working e-mail address A Player may cease to be a Player by Forfeiting the game; this must be done in a Public Forum unless there are no working public fora, in which case e may notify the Administrator privately instead. No restrictions may be placed on when a player may forfeit; any player may forfeit the game at any time (regardless of any timekeeping device used in the game). Each Player is an Actor. }} create a rule "Actors" with the text: {{ Actor names must consist of between 1 and 64 characters from the following list: * Letters of the alphabet * Underscores (_), dashes (-), or apostrophes (') * Decimal digits * Spaces For the purposes of identifying actors, and determining uniqueness of names, the following conventions are to be used: * Uppercase letters are to be considered equivalent to their lowercase counterparts, and vice-versa. * Sequences of one or more consecutive spaces are to be considered identical. * Leading or trailing sequences of spaces may be disregarded or introduced. Where an Actor's name might be ambiguous with other grammatical forms, it may be surrounded by double quote characters (") to differentiate it from surrounding text. An Actor may change eir name at any time, unless otherwise prohibited, by posting a message to a Public Forum, stating eir intent to do so, and clearly stating both eir "old" and "new" names. Such name changes take effect upon recognition by the Administrator. The Administrator may refuse to allow any External Force to become an Actor, and may refuse to recognize any otherwise-legal name change, if e believes the External Force's proposed name (or existing player's new name) would be ambiguous or confusing, or could otherwise damage the integrity of this game. The Administrator is encouraged, but not required, to state the reason for such refusal. }} create a rule "Voting Power" with the text: {{ There exists an Attribute 'Voting Power', with a scope of all Actors, a range of non-negative integers, and a default value of 0. There exists an Attribute "Vote Points", with a scope of all Players, a range of non-negative integers, and a default value of 3. At the beginning of each nweek, each Player's Vote Points and Voting Power attributes are reset to the default. At any time before Ballotday of each nweek, as a Game Action a player may reduce eir Vote Points by 1 to increase the Voting Power of any other Actor by 1. There exists an value 'Anti-Faction', which defaults to 0. At any time, as a Game Action, a Player may reduce eir Vote Points by 1 to increase the value of Anti-Faction by 1. At the beginning of each nweek, each Faction's Voting Power is reduced by a percentage equal to the value of Anti-Faction times 5%. The resulting value of Voting Power is rounded down to the nearest Integer. Then the value of Anti-Faction is set to 0. }} change rule 2-2 Proposals by replacing the word "Player" with the word "Actor" under the section heading of "Voting", and replacing the text: {{ A proposal's Strength is equal to the number of players whose Final Vote on that proposal is FOR minus the number of players whose Final Vote on that proposal is AGAINST. }} with the text: {{ A proposal's Strength is equal to the sum of the Voting Power of each Actor whose Final Vote on that proposal is FOR, minus the sum of the Voting Power of each Actor whose Final Vote on that proposal is AGAINST. }} In the following rules, replace all instances of the word "player" with the word "Actor": * 2-3 Victory * 2-5 Judgment, with the exception of the section 'Overriding Consultations' * 2-6 Scoring * 3-3 Posts * 3-4 Elections, with the exception of the section 'Voting' * 3-5 Active Players, and change the name of this rule to Active Actors * 3-6 Quorum * 3-9 Spelling * 3-10 Currency * 3-12 Devices * All rules numbered beginning with 4 (Rule Tag) } This allows factions to act as players including voting, but only if they have the support of multiple players, and only if they are maintained. In addition, it provides a means for non-faction loving players to still compete at the same level and also to use their Vote Points to reduce the power of the factions. There is incentive to invest your Vote Points in factions, because only factions can carry over their Voting Power from one week to the next, however the decay mechanism would make it difficult for a faction to maintain a high Voting Power.
