I vote FOR my proposal and AGAINST all others.

This is because I don't have time at the moment to read them all, and  
I can't in good conscience vote in favor of a proposal I haven't  
read, but I don't get points if I abstain.

I propose:

Replace the first bullet point of r2-6 with "Each Player who cast a  
Vote on the Proposal gains 1 point.".

[[ As it stands, there's no bonus if you vote ABSTAIN. This change  
will reward people who explicitly ABSTAIN, but will not reward people  
who simply don't cast a vote. ]]
