add the following paragraph to rule 2-1 before the paragraph

Each time that the Clock nday value changes a new nday begins.

changes of the Clock nday value.

changes of the Clock nweek value.

When the clock turns off, and each time that the Clock ndelay value 
changes to a value different from 0 a new ndelay begins.
When the clock turns on, the current ndelay immediately ends.
While the clock is off a period of one ndelay is the time intervening 
between two consecutive changes of the Clock ndelay value.
