[s-b] Proposal: Remove Revision Numbers

As Wonko mentioned a couple ndays ago, these don't really seem to do us
much good.

I submit a proposal:
__Remove Revision Numbers__

Remove Rule 1-7.

Change all instances of "Revisable Game Documents" to "Game Documents" in
the rules. [[This should just be rules 1-8 and 2-2.]]
