[s-b] Proposing: boring proposal precedence

I propose the following LAVA delimited changes:
LAVA
If "it's the game of B!" passes replace the words nweek and nday in this proposal with bweek and bday respectively.

in Rule 2-2, change the text
{
Proposals may have a Name and a Number. However, a proposal
submission may not include a Proposal Number.
}
to:
{
Proposals may have a Name.
}

in Rule 2-2, change the text
{
The Administrator may set a Proposal's Number as a Game Action.
}
to:
{
Proposals automatically gain a Proposal Number upon submission. For each new Proposal, the Proposal Number shall be equal to 001, or if such Number is already in use, to the greatest existing Proposal Number incremented by one.
}

In Rule 2-2 change the text

At the end of nday 12 of each nweek, all Open Proposals become Historical.
}
to:
{
At the end of nday 12 of each nweek, all Open Proposals become Historical in succession, from the one with the smallest Proposal Number to the one with the greatest.
}
