Create a rule named A Peculiar Quality with the following MOO-quoted
text:
MOOAny Game Object may possess a non-negative, finite, number of Properties.

MOOA Property is described by a unique string of alphanumeric characters.
MOO
MOOProperties may only be granted or removed as described in the rules,
MOOor by proposal.

Grant all Players the 'Player' Property.
