If p309 passes, create the following types of Talismans:

 Appearance:: A sturdy rectangular Pack, made of metal and undecorated. Foam pads inside it are the right size and shape to keep a Pen from rattling around. The Pack stays shut via a magnetic latch.
 Effects:: Pens in a Pen Pack are not destroyed at the beginning of a Voting Period.
0: Put a Pen you hold into this Pen Pack. Do this only if there are fewer than two Pens in this Pen Pack.
0: Remove a Pen from this Pen Pack; you gain possesion of that Pen. Do this only if there is at least one Pen in this Pen Pack.
