Append the following paragraph to Rule 4-3:

If a Public Display is not accurate, any player may change it to make it accurate. [[And doing so is encouraged when the minister responsible for maintaining that display is not doing so.]] This is not a Game Action, but merely something that players may do. If the player is not a minister in charge of updating that Public Display, e must also send an unambiguous description of the change to a Public Forum.
