The Inundatron of each Reformist player is 3. The Current Vote of every Reformist player on each Open Proposal is 3. Any attempt to change the Current Vote of a Reformist player on an Open Proposal to something other than 3 changes it to 3 instead.

=== Traditionalist ===
The Inundatron of each Traditionalist player is 3. The Current Vote of every Traditionalist player on each Open Proposal is -3. Any attempt to change the Current Vote of a Traditionalist player on an Open Proposal to something other than -3 changes it to -3 instead.
