I think I understand your confusion here... The "Prefixes and suffixes not standing alone" is supposed to mean "prefixes and suffixes that aren't also words in their own right". Thus, something that's a prefix is only not allowed if it doesn't also have a meaning that isn't a prefix or suffix. I don't mind a prop that tries to clarify that, but removing the "not" isn't really right...

I don't think that this works the way you want it to... It allows them to cast an extra vote, but all players can cast as many votes as they want. It's just that only the last vote counts. Maybe you want some kind of Extra Vote token, which is an Eligible Voter on something, and has its Current Vote set as a game action by the player that holds it?
