[s-b] Deputization

I designate Wonko as my deputy, since I'm going to be gone starting
tomorrow though next Tuesday. (If e doesn't want the job, I think
since e has my powers e can deputize someone else with them.) With the
12-nday nweek, I don't think that there's all that much that I'd have
to do during that time... It's probably just dealing with Tweaks #7 & 8.
