I submit a tweak:

Remove rule 7-5 from the ruleset.
Players no longer have soul pennies.
All Souls currently pwned are now Lost instead.
Alter the price of the Amplitude Amplifier to be 10A and 1 soul.
Alter the price of the Wad of Ersure to be 4A and 2 souls.
Alter the price of the Ward of Replatement to be 8A and 2 souls.
Alter the price of the Dawn of the Mangara to be 12A and 2 souls.
Alter the price of the Wand Blanking to be 18A and 2 souls.
Give Raelus the title of Soul Penny Scammer.
Destroy all talismans created using soul pennies.
Change the The Ministry of Spirituality in rule 4-5 to read as such: 
=== The Ministry of Spirituality ===

The Ministry of Spirituality is a Ministry; its Minister may be called Death. Death is responsible for tracking the locations of all Souls and Talismans.

This should fix everything and give Raelus a title since he was the one to break 
the system.
