Create a new Section to the Ruleset, named "Casinos."

Create a new rule in the Casinos section of the ruleset:

The word prize ,when found in any rule of the casino section, is considered to mean any tradable game object; usually given to the winner of a game. 

Casinos are game objects. Casinos may have only one owner and only one Casino per Player maximum. Casinos come with their own currencies or may use existing currencies. Casinos may run certain games at a fee to any participant. Games may be added to a casino through a proposal. No game may result in or give a prize that results in the altering of votes, rules or proposals.

Any newly made casinos come with the following games standard:

Casinos store all of their winnings, starting money and any other prizes in vaults.

== Running a Casino == 

A Casino owner may sell, destroy or temporarily close eir Casino. Everything in a Casino's vault is considered part of the Casino and is subjected the same things that happen to the Casino but not the owner's inventory. A Casino owner may remove from the Casino's vault one  non-currecy prize and a tenth rounded up of the currency used by the Casino on nday 2,even if the Casino is closed. E may place any money or tradable objects into the vault. 

If a player wins a game but the vault does not have the required winnings that player gains ownership of the Casino.

The Ministry of Law

The Ministry of Law is a Ministry; its Minister may be called the Keeper of the Game, or just the Keeper. The Keeper is responsible for maintaining a Public Display of the current Ruleset, and notifying a Public Forum when the Rules change.
The Ministry of Change

The Ministry of Change is a Ministry; its Minister may be called the Manager. The Manager is responsible for maintaining a Public Display of non-historic Proposals.
The Ministry of Justice

The Ministry of Justice is a Ministry; its Minister may be called the Guardian of the Peace, or simply the Guardian. The Guardian is responsible for maintaining a Public Display of all recent and pending CFIs.
The Ministry of Communications

The Ministry of Communications is a Ministry; its Minister may be called the Fair Communications Commissioner, or the FCC. The FCC is responsible for maintaining a Public Display of all existing Public Fora. E is also empowered to designate new Public Fora; when e does so, e must notify all players of the new Forum, either by posting to a previously existing public forum, or by sending a message to every player.
The Ministry of Everyone

The Ministry of Everyone is a Ministry; its Minister may be called the Secretary. The Secretary is responsible for maintaining the Roster, a Public Display containing the names of all players and any relevant information about them that isn't tracked by any other Ministry or Duty.
The Ministry of Arcana

The Ministry of Arcana is a Ministry; its Minister may be called the Adept. The Adept is responsible for maintaining a Public Display list all Game Objects and all of their attributes, except for Objects and attributes that other Ministries or Duties are responsible for tracking.
The Ministry of Tiles

The Ministry of Tiles is a Ministry; its Minister may be called the Tiler. The Tiler is responsible for maintaining a Public Display of current Tiles, and determining which Tile a player gets when e Draws a Tile. 
The Ministry of Gambling

The Ministry of Gambling is a Ministry; it's Minister may be called The Gaming Commission or Gambly. The Gaming Commission is responsible for settling fairness desputes relating to Casinos and providing a fair random element to Casino games. The Gaming Commission may not play in a Casino, own a Casino, or accept bribes.If a player is not satisfied with the decision of The Gaming Commission e may submit a CFI.
