Just some random cleanup. I perform the following changes to the Rules
via Executive Tidiness:

In rule 2, change "players points" to "player's points".

In rule 7, change "referres" to "refers".

In rule 16, I'm thinking about changing "FCC" to
"Chauncey"... Presumably the FCC was a prior name for the position?

In rule 33, added an initial single quote and changed "explicity" to
"explicitly".

In rule 1728, change "checkpoint" to "Checking Period".
