Looks like I'll have to use the Big Gaping Loophole
after all

I create a new nomic called "Loophole" with one rule
"Rodney can do anything he likes".Then in Loophole I
create The Kamikaze Gamestate Changer.Rule 10/4
doesn't say anything about External Forces obeying the
rules. The KGC changes 393/0 to say

cannot change the gamestate 
This rule defers to all other rules }}! The KGC erases
Zarpint's Scam from Time! The KGC changes 10/4 to say

All game entities must abide by all the Rules in
effect, in the form in which they are in effect.Any

game entity No Proposal may attempt to temporarily
