I guess in the absence of a Minister of the Board, my duties as Deputy 
Minister of Arcana include fixing this...

If you have a piece out already, you can only place new pieces on edge 
squares adjacent to pieces you control (unless a P-Spec says 
otherwise). Your penny doesn't show up for that reason - it wasn't 
legally played.

The hat is also illegal, as the Hat P-Spec gives its own placement 
method that you failed to follow (and it says that's the only way to do 
it).
