No. The way we've been using the term, to proto-propose means to put
forth an idea or outline of a proposal for comments; it's not an Action.

Seven, just for being clever? Thanks. 

Note that admitting a Player is an Auto Action that INH takes when
certain conditions have been met. These conditions are part of the
gamestate, I would guess, so the Default Case rules out changing them if
it's not otherwise legal.
