[Spoon-business] ministers


Dave has far more to do here than e could reasonably time for. To keep the game running:

I remove the sentence "Twiddler shall be given 50~ at the beginning of each
nweek." from my prop "Kill the BNS".

I propose:

Repeal Rule 24.

Add the following subsections to Rule 625:

B.5. Uniform Payment

For each Minister and each nweek, if the Admin at the end of that nweek
feels that Minister has performed eir duty during that nweek, e shall
receive a payment of ~50. No Minister shall receive any other payment for
eir duties.

C.6. Ministry of the Roster

There exists a Ministry of the Roster. The Roster Minister is responsible
for keeping a publicly accessible page, known as the Roster, containing an
extremely current list of all players in the game. For each player, the
Roster must show that player's name, eir dimensions, and any attributes e
has that aren't publicly visible elsewhere. The Roster must also contain a
list of other game entities and all information about them that isn't
publicly visible elsewhere. The Roster must also contain a list of former
Nomic players.

C.7. Ministry of Grammar

There exists a Ministry of Grammar. The Grammar Minister shall be known as
Merlyn. Merlyn is responsible for making sure all B Nomic publicly
accessible postings, including the Roster and Ruleset, are written with
correct spelling and grammar, and for fixing them if not. Merlyn is
explicitly empowered to do anything the Administrator is explicitly
empowered to do in Rule 257.

C.8. Ministry of Justice

There exists a Ministry of Justice. The Justice Minister shall be known as
the Attorney Generalist. The Attorney Generalist shall be responsible for
maintaining a publicly accessible list of pending CFIs and their status.

C.9. Meta-Ministry

There exists a Meta-Ministry. The Meta-Ministry is a Ministry and its
Minister shall be known as Kurt Godel. Kurt Godel is responsible for
maintaining a publicly accessible list of current Ministers and ensuring no
ministry remains empty.

I propose:

{{__Streamlined Emergencies__

In Rule 0, change "will be followed in the event of an Emergency, as
recognized by the majority of the most recently formally recognized body of
outsiders in The Game." to "will be followed in the event of an Emergency
that is not a Streamlined Emergency, as recognized by the majority of the
most recently formally recognized body of players in The Game." in the
first paragraph, and add the following to the end:

"There exists, in The Game, another procedure called the YSEMP Streamlined
Emergency Management procedure. The YSEMP Streamlined Emergency Management
procedure (hereafter in this rule known as "The YSEMP") will be followed in
the event of an Streamlined Emergency, as recognized by the majority of the
most recently formally recognized body of outsiders in The Game.

A Streamlined Emergency is an Emergency where (1) the Emergency can be
simply and quickly ended by a direct change to the gamestate, and (2) a
Public Forum is still functioning.

The YSEMP is as follows:

1. A Player may recognize a Streamlined Emergency at any point. To do so, e
must propose a change to the gamestate that will solve the emergency, known
as a Quick Fix, or Endorse a Quick Fix already made.

2. A Player is considered to have Endorsed eir own Quick Fix. No player may
Endorse more than one Quick Fix, or have more than one Quick Fix Under
Consideration. If a Player Endorses a Quick Fix, it is said to have an
Endorsement by that Player. A Quick Fix is Under Consideration from the
time of its proposal until the Player who proposed it announces it is no
longer Under Consideration, at which point all of its Endorsements are
removed. No Quick Fix not Under Consideration may have any Endorsements.

3. If at any point a Quick Fix has a number of Endorsements by different
Players greater than half the number of recognized players, the following
occurs in order:

a. The Quick Fix is implemented by the Administrator.
b. All Quick Fixes become no longer Under Consideration.
c. The YSEMP ends.

During any Emergency, all rules are still in effect. This Rule takes
precedence over all Rules except the following: 33, 699, and 129.

And I note that rule 1823 takes precedence over rule 33, which is illegal,
but unfortunately my prop was proposed after that one.
