That second interpretation would not be legal english - you can't say, 
"if e has either (blah)." without an 'or (blahprime)' afterwords.
Eh. I amend my proposal regarding Unwavering Zealotry to replace "E may 
also increase eir Force by 3 points, with the restriction that this may 
only be used if it would not increase eir Force beyond eir Force Max, 
and if e has either never used this ability, or targeted a Heretic with 
a Force Ability since the last time e used this ability."
With:
"E may also increase eir Force by 3 points, with the restriction that 
this may only be used if it would not increase eir Force beyond eir 
Force Max, and if e has targeted a Heretic with a Force Ability since 
the last time e used this ability. The second of these restrictions 
does not apply to a player if e has never used this ability."
